John Duval, P.E.

John is a professional engineer with 20+ years of experience in the design and construction of highway and airport pavements. His career highlights include stints as an Air Force Pavement Team Leader and Asphalt Institute Engineer, positions that allowed him to develop expertise in pavement design and evaluation, materials analysis, construction quality control, and pavement preservation.

John began his career in the US Air Force and served as Chief of the Air Force Pavement Evaluation Team, directing a military engineering team in the technical evaluation of pavement systems at 30+ airfields in Europe, Asia, and the Americas.

As the Asphalt Institute Regional Engineer for 7+ years, John forged strong relationships with public works officials and asphalt producers in a nine-state region from Washington to Colorado. He provided direct technical assistance in support of highway and airport projects where he developed a reputation as a trusted source for understanding the “tried and trued” methods of construction. A wide variety of experiences over many years allowed John to become comfortable “pushing the envelope” with innovative methods for building better pavement structures.

John founded Duval Engineering LLC to fulfill his dream of working together with clients to improve the quality of pavement systems in roadway and airport applications. He continually strives to look for new ways to return the highest value to stakeholders and the traveling public.

Lindsi Hammond, E.I.

Lindsi Hammond is a civil engineering intern with 3 years of experience providing civil engineering services to
the public sector. Her particular specialty is pavement management as applied to airport and roadway systems.

Prior to joining the Duval Engineering team, Mrs. Hammond worked as an engineer for the US Army Corps of Engineers (USACE), Engineering Research and Development Center at the Construction Engineering Research Laboratory under Dr. Mo Shahin. She performed research and development for the pavement management software PAVER™. Mrs. Hammond was also involved in teaching the software to both DoD and non-DoD persons alike. While at the USACE she implemented the PAVER™ pavement management program at more
than 10 military installations.

Mrs. Hammond has experience performing pavement condition index surveys (PCI) and implementing the pavement management software, PAVER™. She also has experience developing the interface between Geographical Information System (GIS) and PAVER™ software.

Greg Clemmons, P.E.

Greg Clemmons is experienced in county and federal government road engineering, as well as private consulting. For the past 23 years he was the Operations Engineer at Washington County in Oregon where he managed the technical issues associated with 1300 miles of low and high volume roads, 190 bridges and associated items. He worked with numerous neighborhood groups in implementing improvements to their local roads through the local improvement district process and authored many successful grant applications for federal assistance.

Prior to working for Washington County, Greg worked as a civil engineer for the US Forest Service throughout the US. He worked in project engineering, bridge engineering, geotechnical engineering and road maintenance engineering for just short of 10 years.

In private practice, Greg has implemented numerous pavement management programs for industrial firms (Intel, Northwest Pipe, Tektronics), public agencies and private homeowners associations in the Portland region.
